§ 4.5-62. Qualification for license.
(a)
A licensee must be at least 21 years of age, of good moral character and a citizen of the United States or an alien lawfully admitted for permanent residence.
(b)
A licensee shall not have been convicted, within the five years preceding his application, of any felony, or any misdemeanor involving moral turpitude. This subsection shall apply with respect to the laws of this state, other states and the United States. A plea of nolo contendere or the forfeiture of a bond shall be considered a conviction for purposes of this subsection. Sentencing on first offender status shall not be considered as a conviction if the sentence was successfully completed without any violation of probation or program requirements.
(c)
A licensee shall not have been denied or had revoked, within the five years preceding his application, any license to operate as a pawnbroker, pawnshop, secondhand dealer, or dealer in precious metals and gems issued by any governmental entity.
